Raised on the gummy means a pocket in the rubber: air and incomplete fill. Recessed on the gummy means a silicone island: tear and sideways pull. Pick the failure you can control. Print the artwork at 1:1. Do not approve it zoomed on a monitor.

Fill and peel
Viscosity decides whether narrow letters fill. Watch the peel: if the operator stretches a letter sideways, the design is marginal. Do not start with release spray. A deep mark on a 2-5 g piece also moves volume - recalibrate grams after the relief is final.
Worked example: 3 g wordmark
Typical job, not a named PO. Vector looked clean at 800%. At 1:1 the counters closed. We thickened strokes, cut depth, and dumped pectin. Water fill had looked complete.
